The First Responder Academy was founded under the guidance of dedicated professionals who have demonstrated not only a commitment to public safety but to tracking and understanding innovative technology and techniques that can protect and help first responders.
Gary MacNamara is currently the Executive Director of Public Safety and Government Affairs at Sacred Heart University. He spent 30 years with the Fairfield Police Department, rising to the rank or chief in 2010. He has a Bachelor of Science in Law Enforcement and Master’s Degree in Public Administration. He is a graduate of the FBI National Academy, and FBI LEEDS Training 61st session. He has been an Adjunct Professor in areas of public safety, criminal justice, risk management, and leadership.
MacNamara is an instructor of Critical Incident Response, Interview and Interrogation, Auto Theft Investigation, Parent and Child Internet Safety, and Crime Prevention Through Environmental Design. He has worked on the development of school security plans, smallpox response plans, as well as leadership in the face of crisis.
In addition, MacNamara has presented at the UNH Elder Justice Symposium presenter, U.S. D.O.J. COPS Elder Justice Response Webinar presenter, U.S. Attorney National Coordinator Conference – Officer Wellness. He has contributed to NAMI “Preparing for the Unimaginable” COPS Report, CPCA L.E. conference presenter on the Opioid and its effects on Officer Wellness and assisted in the development of “Serve Well – Be Well” program for CT Police Officers
Chief Koskinas began his career as a Westport police officer in 1996. He was promoted to sergeant in 2006 and captain in 2009. From 2009 to 2011, he was the Patrol Division and Detective Bureau commander and then promoted to deputy chief in 2011. As deputy chief, he supervised the Operations and Support Captains and was responsible for patrol, crime investigation, and EMS. In 2016, he was promoted to chief of the department.
Throughout his career, Koskinas has served as a K-9 unit handler and supervisor, member of the honor guard, member of the Southwest Regional Emergency Response Team, and the Westport Police/Fire Dive Rescue Team, and various assignments with the U.S. Drug Enforcement Administration. In 2009, the Connecticut Police Chiefs Association awarded Koskinas its Medal of Valor for heroism for his role in rescuing a kidnapping victim from an armed murder suspect on I-95. He is the recipient of the department's Medal of Valor, four commendations, six Honorable Police Service Awards, two Lifesaving Awards, four Unit Citations, and an Investigator's Ribbon. In June of 2019, the Police Commissioners Association of Connecticut chose Koskinas as one of three chiefs for the Distinguished Chiefs Award.
Koskinas grew up in Westport, CT, and graduated from Staples High School in 1989. He holds a bachelor's degree in criminal justice from the University of New Haven and is working toward a master's in business administration. He has attended the FBI Regional Command College, the Anti-Defamation League's Advanced Training School in Extremist and Terrorist Threats, and completed the Leadership in Crises course, the Digital Transformation in Government course, Budgeting in a Time of Crisis course, and Promoting Racial Equity in the Workplace course all held at the Harvard Kennedy School of Government. In October of 2020, he earned the Executive Certificate in Public Policy from the Harvard Kennedy School of Government.
Stephen is a Public Safety Advocate that has a long-standing career in developing marketing programs and solutions that seek to accelerate the adoption and usage of innovative enterprise technology. With FirstNet, the nationwide public safety broadband network dedicated to first responders and those that support them coupled with the proliferation of new technologies, applications, and solutions, Stephen has put a focus on helping the public safety professionals learn about new life-saving tools and operationalize them into their day to day.
